A quick, eco-aside: These items are not just an eyesore; they're an environmental hazard. Anything that ends up in a DC gutter makes its way into the Anacostia River, then the Potomac, and eventually, the ocean. And as I've learned in the past six months at OC, ocean trash (plastic, especially) is no joke. It chokes or starves animals, it carries fatal disease to corals (the ocean's rainforests!), and ends up on our dinner plates.
