POSITION ANNOUNCEMENT
Title: Development Officer
Position Number: 103231
Location: Maryland 4-H Center, University of Maryland, College Park, MD
Position Description: This exempt position is a permanently funded full-time 12-month appointment
with University of Maryland Extension. The Maryland 4-H Foundation works to raise funds based on
priority needs identified by the Maryland 4-H Youth Development Program addressing six overriding
pillars / principles of youth development. As an out-of-school time youth development education
program, 4-H is directed and managed by Extension educators, working with volunteers, in 23 counties and Baltimore City. This position reports to the State 4-H Program Leader and is accountable to the 4-H Foundation Board of Directors. This position will be responsible for developing a comprehensive fund development plan as well as an annual business operating plan with accountable and measurable objectives in congruence with the 4-H Program and 4-H Foundation Strategic Plans for approval by the State 4-H Program Leader, 4-H Foundation Board of Directors, and in collaboration with the AGNR Development Officer. This position oversees reporting requirements related to a 501(c) 3.
Responsibilities:
- As the principal fundraising officer for the 4-H Youth Development Program, this position will design, implement, and manage a comprehensive development program to increase funding at all levels based on 4-H programmatic priorities in accordance with strategic objectives and goals established by the 4-H Program and the 4-H Foundation Board of Directors.
- Lead and coordinate fundraising with individuals, private foundations, corporations, commodity groups, and agencies working in cooperation and collaboration with the College of Agriculture and Natural Resources Director of Development. Identify, recruit and engage educators, and volunteers in these efforts as appropriate.
- Plan, manage, and execute an annual campaign to individual donors.
- Coordinate donor visits and funding strategies in consultation and cooperation with faculty, staff, and volunteers to advance the 4-H Strategic Plan and meet priority program goals.
- Initiate, coordinate, and execute the Foundation’s donor recognition program and fundraising special events by working with faculty, staff, the Board of Directors, and volunteers.
- Manage the Maryland 4-H Foundation operations and staff through adherence to the budget and strategic plan. Manage the Maryland 4-H Foundation office, including annual budget development and works with staff to manage monthly financial reporting, donor acknowledgement and donor data base, IRS reporting, board reports, and annual required audits for 501 (c) 3 entities as well as state and university auditing requirements for foundations. As appropriate, supervise and manage the work flow of Foundation support staff.
- Assures data integrity by recording all donor contributions and interactions in files and databases.
- Provide leadership for positive development of the Board of Directors, including the identification, recruitment, training, and support of Board members.
- Work with external firms responsible for auditing, accounting and investment management.
- Provide appropriate timely reports to faculty, donors, board members, and administration.
- Provide support to Extension faculty and staff on fund development, fundraising and grant applications as appropriate.
- Regularly communicate Foundation activities to Board Directors, Extension, and donors.
- Liaisons with 4-H program faculty for 4-H marketing and promotion of programs and visibility efforts, particularly as they relate to fund development.
- Serve as the Foundation liaison with Extension Specialists for the 4-H State Awards Program.
- Other responsibilities as assigned.
Qualifications:
Required -
- Bachelor’s degree required.
- A demonstrated knowledge of resource development strategies and the full range of methods and forms of fundraising (direct mail, deferred, major gifts, grants, special events).
- Prior fund development experience required.
- Demonstrated business management practices.
- High level proficiency in written and oral communications; demonstrated skills in interaction and communication with individuals.
- Ability to travel in Maryland and at times out of state – personal automobile and valid driver license required.
- Ability to work flexible hours in a fast-paced and complex organizational environment. Periodic evening and weekend work is required.
- Proven ability to work cooperatively within a team.
- If offered employment by UME applicant will be required to pass a criminal background check by the State of Maryland and FBI.
Preferred -
- Masters, MBA or related professional credentials preferred.
- Course work in fundraising, communications, marketing, and youth development.
- Experience with the 4-H Youth Development Program is desired.
- Knowledge of basic non-profit financial control requirements preferred.
- Preferred experience overseeing fund raising events.
- Ability to utilize and apply computer technology proficiently.
- Previous experience with Board development is desirable.
