This position is located in the Department of Energy and Environment (DOEE), Urban Sustainability Administration (USA), Sustainability & Equity Branch. The incumbent will advise and support coordination within the Urban Sustainability Administration, the agency, and community partners to broaden and strengthen resident engagement as well as maximize equitable outcomes related to urban sustainability. Strong facilitation, community engagement, communication, project management, and analytical skills are required in addition to experience in and knowledge of equity theory and practice. 

The Program Analyst, Equity & Engagement, will support the following activities:  Building partnerships with community organizations to better align sustainability and environmental goals with community priorities; Incorporating genuine community engagement into sustainability and climate planning such as Sustainable DC, Climate Ready DC, and Clean Energy DC; Attending events and organizing residents and community groups around environment, sustainability, and climate to increase support and awareness of sustainability; Helping develop equity and diversity trainings for DOEE staff.

Job Summary 
The Department of Public Works has an exciting opportunity for exceptional candidates to join its Office of Waste Diversion. The Office of Waste Diversion is charged with leading the development and implementation of a District-wide zero waste plan to achieve 80% waste diversion from landfill and waste to energy as well as to achieve the waste related goals and actions included in the District’s Sustainability Plan. Office of Waste Diversion employees will work closely with DPW’s Solid Waste Management Administration, Department of Energy and Environment’s Urban Sustainability Administration, the Department of General Services’ Sustainability and Energy Office, and many other agencies throughout the District. In addition, the Office of Waste Diversion serves as the sustainability office for the agency, leading sustainability projects and providing recommendations related to fuel, fleet, grounds maintenance and snow management.
Successful candidates lead and assist with myriad projects related to sustainability, waste diversion, and long term solid waste planning.
Examples of potential duties and responsibilities include the following:
  • Design, oversee, monitor, and evaluate success of pilot programs conducted by DPW, sister agencies, or contractors. Facilitate integration of successful pilot programs within existing operations.
  • Develop and implement education and outreach strategies to support waste diversion goals. Assist in managing social media and e-newsletters as well as working with communications directors at various agencies and departments to implement the program.
  • Coordinate with sister agencies to ensure alignment in waste diversion strategies throughout the District and obtain feedback on strategies in development
  • Identify and conduct or oversee evaluations of technologies and programs that could assist the District in reaching its waste diversion goals. Evaluations include cost, performance, and environmental considerations.
  • Obtain and analyze waste related data to fulfill annual waste diversion report progress and track progress toward goals.
  • Research and draft District waste diversion regulations, in collaboration with legal counsel, to support meeting the District’s waste diversion goals.
  • Plan and administer contracts to ensure strategic objectives are met and to oversee the completion of waste characterization studies, and similar reports to facilitate long term planning.
  • Assist with communications and administrative activities as needed.
