Cultural Resources Specialist





POSITION
A Cultural Resources Specialist (Research Associate III Special) position is available with the Center for Environmental Management of Military Lands (CEMML). This position is located at Joint Base Andrews, Maryland.

ORGANIZATION
CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. RESPONSIBILITIES
Participate in outreach programming related to the ANG’s Cultural Resources Management Program, including those in support of the National Environmental Policy Act (NEPA) and Native American Tribal relations. These activities may include guiding field trips, speaking to military personnel, school groups, community organizations, and developing outreach materials. Participate in intra-agency conferences, present and discuss technical issues and applications with colleagues and representatives of other agencies and organizations.

Evaluate construction and ground disturbing activities through the Air Force’s Environmental Impact Assessment Process (EIAP) and make recommendations that optimize project compliance with environmental laws. Evaluate archaeological inventory surveys and site assessments in accordance with Sections 110 and 106 of the NHPA and 36 Code of Federal Regulations Part 800. This will include, but not be limited to assessing methodologies employed in various cultural resources survey reports, judging the quality of deliverables, and making recommendations to the Cultural Resources Management Program regarding those deliverables. Draft Section 106, Section 110 and tribal consultation correspondence that are suitable for submission by the ANG Cultural Resources Program Manager to external federal and state agencies, and other organizations. Monitor ANG infrastructure development projects and bring to the attention of the Cultural Resources Program Manager any cultural or environmentally relevant materials that are inadvertently discovered during ground disturbing activities.

Evaluate historical building inventory surveys and historic district assessments in accordance with Sections 110 and 106 of the NHPA and 36 Code of Federal Regulations Part 800. The candidate will also draft Section 106, Section 110 and tribal consultation correspondence regarding the disposition of ANG owned and managed buildings. Work with engineers, designers, planners, and trainers to evaluate construction and ground disturbing activities that seek approval through the ANG’s Asset Management Division (NGB/A4).

Coordinate with personnel of the ANG’s GeoBase to consolidate all survey activity including updates and spatial analysis on all coverage such as, but not limited to, archaeological survey, archaeological site boundaries, and buried features. Determine the need for acquisition of remotely sensed or other data necessary for GIS application for these projects. Develop, use, and manipulate a variety of data layers including but not limited to: US Geological Survey quadrangle mapping, soils, topography, training areas, ranges, and cultural resources. Produce a variety of GIS products including, but not limited to, analysis, reports, maps, and other documentation of GIS analysis. Research and maintain up-to-date knowledge of developments in GPS and GIS technology suitable for publication in documents to be submitted to different State Historic Preservation Offices (SHPO) around the U.S. Evaluate technology for potential use, recommend use of new technology, and implement technology found to be justified. Ensure that GIS databases are collected, reported, and organized according to Federal regulations. Create scale maps of archaeological sites, historic buildings, and historic districts.
Qualifications
PHYSICAL REQUIREMENTS
The successful candidate must be able to walk over uneven terrain in inclement weather. The position may also require bending, climbing, and lifting up to 25 pounds.

MINIMUM QUALIFICATIONS
• MA/MS in Anthropology/Archaeology, Historic Architecture, Historic Preservation, Cultural Resources Management, or related field, plus at least two years of relevant experience is required.
• Extensive knowledge of DoD, USAF, and ANG policies and processes, and military culture in general.
• The successful candidate must have basic understanding of curation practices to include management of records, artifacts, and other materials produced and/or recovered during projects.
• Demonstrated knowledge and experience working with and/or managing architecture, historic preservation, archaeology, planning, and the Whole Building Design Guide, as well as other training and skills pertaining to the position.
• Experience monitoring cultural resources projects from initial programming and planning to conclusion of the project, with little to no supervision.
• Have a thorough understanding of most standard computer programs.
• Demonstrated knowledge working with all laws and regulations that govern historic preservation requirements and tribal consultation, and have demonstrated experience carrying out consultation and compliance activities under those regulations.
• Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
• The successful candidate must be eligible to work in the United States by proposed start date. CEMML will not provide visa sponsorship for this position.

DESIRABLE QUALIFICATIONS
•Experience with and proficiency in VEMO, Air Force eDash, and other DoD database management and SharePoint systems is also beneficial.

SALARY
Salary is commensurate with experience and qualifications. Annual salary range $82,000 - $87,000. Continuation of the position is dependent on the receipt of funding from the sponsor for Cultural Resource efforts at Joint Base Andrews, Maryland.
