POSITION
A Natural Resources Specialist (Research Associate III, Special) position is available with the Center for Environmental Management of Military Lands (CEMML). This position is located at Joint Base Andrews, Maryland. The successful candidate must be eligible to work in the United States by proposed start date. CEMML will not provide visa sponsorship for this position.

CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

RESPONSIBILITIES
Integrated Natural Resources Management Plan (INRMP)
Support - Ensure existing Integrated Natural Resources Management Plans (INRMPs) are in compliance with the Sikes Act 16 USC 670. This includes, but not be limited to identifying studies, surveys and reports needed for installation support of existing INRMPs and/or to determine the need for an installation to have an INRMP prepared, assessing methodologies employed in various natural resources studies, surveys and reports, judging the quality of deliverables, making recommendations to the Natural Resources Program Manager regarding those deliverables and attending and participating in annual reviews of INRMPs with the USFWS, state fish and wildlife agencies and installation Environmental Managers. Create spreadsheets identifying INRMPs, reviews, studies, surveys and reports prepared for ANG installations for submission to the ANG Natural Resources Program Manager for managing the ANG Natural Resources Management Program and ensuring all natural resource management plans are kept up to date.
Public Outreach - Participate in outreach programming related to the ANG’s Natural Resources Program, including those in support of the EIAP, NEPA and INRMP processes. These activities may include but are not limited to speaking to military and civilian personnel, school groups and community organizations when needed and developing outreach materials. Participate in intra-agency conferences, and present and discuss technical issues and applications with colleagues and representatives of other agencies and organization.
Natural Resources Management - Identify the need for and evaluate natural resources studies and surveys in accordance with the Sikes Act 16 USC 670. Provide biological technical expertise to review, analyze, and validate concept designs, scopes of work, reports, and other documents related to hydrology, ecology, riparian or wetland management fish and wildlife, forestry and vegetation, land management, outdoor recreation and access, wildland fire, avian and wildlife conflict prevention. Draft correspondence suitable for submission by the ANG Natural Resources Program Manager to external federal and state agencies, and other organizations. Provide working knowledge of natural resource laws, regulations, Executive Orders, policies, procedures systems and processes in review and evaluation of studies, surveys and reports. Draft comments to be included in the Comment Matrix Review forms based on review of studies, surveys and reports.
GIS Support - Ensure that all relevant natural resources data is managed and recorded in the ANG’s Virtual Environmental Management Office (VEMO) and other relevant SharePoint sites including eDASH. Determine the need for acquisition of remotely sensed or other data necessary for GIS application for these projects. Develop, use, and manipulate a variety of data layers including but not limited to: US Geological Survey quadrangle mapping, soils, topography, training areas, ranges, natural and cultural resources. Review and evaluate GIS products including, but not limited to, analysis, reports, maps, and other documentation. Research and maintain up-to-date knowledge of developments in GPS and GIS technology suitable for publication in documents to be submitted to federal and state agencies around the U.S. Evaluate technology for potential use, recommend use of new technology, and implement technology found to be justified. Ensure that GIS databases are collected, reported, and organized according to Federal regulations. Create scale maps of natural resource areas and boundaries.

SALARY
Salary is commensurate with experience and qualifications. Annual salary range $82,000 to 87,000. Continuation of the position is dependent on the receipt of funding from the sponsor for Research Associate III efforts at Joint Base Andrews, MD.
