POSITION
National Environmental Policy Act (NEPA) Specialist (Research Associate III Special) position at Air National Guard Readiness Center, Joint Base Andrews, Maryland is available with Colorado State University’s (CSU) Center for Environmental Management of Military Lands (CEMML).

The successful candidate must be eligible to work in the United States by proposed start date. CEMML will not provide visa sponsorship for this position

CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. LOCATION
This position is located at the Air National Guard Readiness Center at Joint Base Andrews in Maryland.

RESPONSIBILITIES
Evaluate NEPA requests from ANG installations to include Categorical Exclusions (CATEX’s), Environmental Assessments (EA’s), and Environmental Impact Statements (EIS’s). Make recommendations that optimize project compliance with environmental laws and perform format conversions into formats and media type provided by the Government. Coordinate with Natural Resources, Cultural Resources, Air Quality, and other programs to ensure NEPA compliance. Review files, project lists, and installation requirements to determine need for EA’s. Review of NEPA requests daily to ensure timely turnaround. Create tables and catalogs for the NGB/A4AM to be submitted monthly to the ANG NEPA Program Manager for CATEX’s, EA’s, and EIS specific goals. Prepare, coordinate, and update NEPA documents for environmental projects, programs, policies, and management plans. Create Standard Operating Procedures (SOP’s) for daily tasks conducted by NEPA staff. Participate in outreach programming related to the ANG’s NEPA. These activities may include but are not limited to guiding field trips, speaking to military personnel, school groups and community organizations, and developing outreach materials. Participate in intra-agency conferences. Present and discuss technical issues and applications with colleagues and representatives of other agencies and organizations. Provide policy or guidance updates. Prepare quarterly articles for the ANG Environmental newsletter. Participate in Virtual Environmental Management Office (VEMO) tasks. VEMO is ANG’s online Environmental Management System. Ensure documents and policies online are relevant and current, update website to reflect current NEPA news and announcements, update Air National Guard website monthly, maintain calendar of NEPA related events, and ensure all website links are accurate and relevant. Provide link and registration information for current and on-going NEPA training applicable to ANG staff through the Air Force or other organizations. Ensure ANG NEPA related training information is available to ANG employees via email, VEMO, SharePoint, and other viable means. Participate and help facilitate ANG NEPA training for ANG local staff and ANG Installations

SALARY
Salary is commensurate with experience and qualifications. Annual salary range $82,000 to 87,000. Continuation of the position is dependent on the receipt of funding from the sponsor for Research Associate III efforts at Joint Base Andrews, Maryland.
